If it's a recall or a hold placed by GM about not delivering the cars until the issue is fixed, that makes total sense.
It the Chrysler world, if there is a Rapid Response Transmittal (RRT), which is similar to a TSB repair procedure only RRTs have VIN lists, on brand new vehicles at dealerships, a dealer cannot sell or deliver these vehicles until the RRT has been taken care of. Just my thoughts, I author RRTs/TSBs for Chrysler, so this sounds similar but it's a guess of mine based on your post.
